Pen or Pencil: Freedom of Choice

Overview

PEN OR PENCIL is a field demonstration program which helps youth and adults learn history while addressing juvenile justice problems. Through this demonstration, we will foster improvement in practical application, partnership building, and present a unique method of service delivery. Even though PEN OR PENCIL has not been tested through experimental research, it has particular merit due to its relevance to public policy, and it is ideal for practical application nationwide.
